Does the corset from the movie titanic have garters? if so, where can
you see them at? and also Kate Winslet is wearing regular underwear
beneath it.

Yes, corset at that time had normally garters. If the woman had
stocking. If you can see stocking, the corset had garters.

I do not know about it is visible.

If you vil make a compromise between present time and that time, the
corset from C&S Corsetry is more anatomical correctly.
